“We just need better models. Better signals. More real-time scoring.”

But here’s the uncomfortable truth: Fraudsters don’t optimize transactions. They build stories.
They test a card.
They warm up an account.
They introduce a new beneficiary.
They create familiarity.
They increase velocity.
They exploit trust.
By the time the “risky transaction” appears, the narrative is already written.
And most systems are still looking at a single page.
The problem isn’t detection accuracy.

If you speak to fraud teams today, the pattern is familiar.
Monitoring teams chase alerts.
Investigators reconstruct what happened.
Prevention teams try to push insights upstream.
Everyone is working hard. But the system treats every alert like a new event.
Fraud doesn’t work like that.

Think about card testing.
A customer has completely normal card behavior.
Grocery stores. Subscriptions. Travel.
Then suddenly:
Small transactions. Digital marketing merchants. Several attempts. Same day.
Each transaction is tiny. Low exposure.
If you look at them individually, nothing screams crisis.
But step back.
This customer has never used advertising platforms before.
Now there are repeated micro-attempts.
That’s not random behavior.
That’s validation.
That’s a fraudster checking if the card works before going bigger.
A transaction engine might say: “Low amount. Probably safe.”
A scenario engine says: “This sequence doesn’t make sense.”
Fraud is usually a behavioural rupture, not a spike.
A new pattern that doesn’t belong in the customer’s story.
When we only score the transaction, we ask: “Is this risky?”
When we model the scenario, we ask: “Does this behaviour make sense for this person?”
That second question is much harder. But it’s also much closer to how humans think when they analyse alerts or investigate.
Why this matters now
Fraud is accelerating, but more importantly, it is becoming harder to see.
The most damaging cases today are not system breaches or obvious rule violations. They are transactions that technically look correct. The customer authenticates. The credentials are valid. The device is recognized. From a monitoring perspective, everything appears compliant.
And yet the payment is the result of manipulation.
Modern scams and authorized frauds (like impersonalization scams, investment scams, or romance scams) don't disrupt the system; they operate within it. The manipulation takes place before the transaction is executed and throughout the entire process, with the victim often executing multiple transactions while bypassing alerts, security measures, or other protective mechanisms. By the time the payment is scored, the behavioral shift has already unfolded over hours, days, weeks or months.
If we continue optimizing transaction detection alone, we will get better at identifying extreme anomalies. But much of today’s fraud hides inside plausible behaviour. A single transfer may look reasonable. A single new beneficiary may not be alarming. A single increase in activity may fall within tolerance.
What reveals the risk is the sequence.
Scenario detection introduces continuity. It connects events across time and allows small deviations to accumulate into meaningful patterns. Instead of judging a payment in isolation, it evaluates whether the overall behaviour still makes sense for that customer.
But connecting events across systems and timeframes is not trivial. Fraud and AML environments are fragmented by design — transaction monitoring, case management, KYC systems, device intelligence, network analytics. The context exists, but it is scattered. Analysts reconstruct it manually, case by case.
This is where assisted scenario engineering becomes critical.
AI agents can act as structured assistants across the fraud prevention and AML lifecycle.
